 Foothills Chapter Standing Rules

ARTICLE I – NAME

The name of this organization shall be the Foothills Chapter of the California Dressage Society (CDS).

ARTICLE II> – PURPOSE

  1. The purpose of this chapter shall be to follow the By-Laws of CDS.

  2.  The purpose of this chapter shall be to promote the CDS goals.

  3. This chapter shall promote educational activities on the local level and carry out plans of the Board of Directors for local competitions (CDS By-Laws, Art. XII, Sec 1.)

ARTICLE III – MEMBERSHIP

  1. Chapter membership shall be those persons who are paid members in good standing in CDS and who have indicated an interest in associating with the Foothills Chapter.

  2. Chapter members are encouraged to volunteer a minimum of four hours per year to chapter activities. 

ARTICLE IV – NOMINATING PROCEDURE

  1. A nominating committee shall be appointed by the current Chapter Board to begin serving no later than September 1st of each year in which an election is held. This committee shall consist of three (3) members, two of whom are not current members of the Chapter Board.

  2. The nominating committee shall present a ballot of nominees no later than October at a regularly scheduled business meeting of the Chapter.

  3. In all cases, written consent of the nominee must be obtained.

  4. Nominations from the floor are permitted subject to presentation of written consent from the nominee.

  5. If no new names are presented or nominated, the current board members have the opportunity to continue serving their term into the follwing year but a vote must still take place.

ARTICLE V -  VOTING

  1. Active members in good standing shall be entitled to one vote each.   They shall be eligible to hold office in the Chapter.

  2. Voting for officers of the Chapter shall be by email ballot and will allow for write-in candidates. Ballots will be mailed to the appointed person in the Nominations Committee, which will be held for tabulation until the December general meeting, at which time they will be tabulated in the presence of the membership.

  3. If no new names are presented or nominated, the current board members have the opportunity to continue serving their term into the follwing year but a vote must still take place.

ARTICLE VI -  ELECTION OF OFFICERS

  1. Election of all offices shall be held yearly.  The term of office is from January 1st through December 31st.  The retiring chair shall act as advisor for three months after the end of the term by attending the meetings of the new board. 

  2. The chairperson shall be elected by the membership and recommended for appointment by the President of CDS with the approval of the California Dressage Society Executive Board (Art. XII. Sec. 2. C.D.S. By-Laws)

  3. The Chapter voting officers shall be:  Chairperson, Secretary, and Treasurer. The Chair may choose to appoint a co-chair from the membership elected officers.

  4. The Committee Chairpersons are appointed by the Chair as necessary, and may include the following:  Clinics/Activities, Advertising, Fund Raising, Telephone/Email Committee, Volunteer, and Membership. Committee chairs are non-voting members of the Board.

  5. The Chapter shall solicit prospective members interested in serving on the Board in September of each year for the next year.

  6. Nominations close by the end of October, but write-in candidates on the ballots will be allowed. Ballots will be emailed out to the general membership in early November. Ballots will have a return date of December 1st to a member of the Nominations Committee. The results will be announced at the December General Membership meeting and Holiday Party.

  7. If no new names are presented or nominated, the current board members have the opportunity to continue serving their term into the follwing year but a vote must still take place.

ARTICLE VII– DUTIES OF CHAIRPERSON

  1. Preside over all business meetings, both general and executive.

  2. Set the agenda for business meetings.

  3. Appoint committees as necessary.

  4. Promote an interest in educational activities for Chapter members

  5. Liaison between CDS and the Chapter.

  6. Be on the Foothills Bank Account as a second holder of the account.

ARTICLE VIII – DUTIES OF THE CO-CHAIRPERSON

  1. Assist the chairperson in carrying out all official duties, and substitute for the chairperson at Chapter functions when necessary.

  2. Duties as assigned by the Chair.

ARTICLE IX – DUTIES OF THE SECRETARY

  1. Responsible for Chapter correspondence as necessary.

  2. Maintain a permanent file on the Chapter of all correspondence.

ARTICLE X – DUTIES OF THE TREASURER

  1. Insure that all financial commitments of the Chapter are met and deposits made.

  2. File a financial report with the California Dressage Society Treasurer upon request for income tax purposes as required by the CDS By-Laws.

  3. Report the financial status.
